Exactly 48 years ago, on 10 July 1976, a serious accident occurred at a chemical plant in northern Italy near the town of Seveso. Toxic substances were released, causing extensive damage. In order to avoid such accidents as far as possible in the future and to minimise any damage, the Member States of the European Union have adopted a common policy on the prevention of major industrial risks, set out in successive European directives, in particular the Seveso I (1982), Seveso II (2003) and Seveso III (2012) directives, which have been transposed into Luxembourg law.
The Seveso III Directive provides for the identification of industrial sites with a high risk of major accidents. These "Seveso sites" must be listed and monitored more closely. Luxembourg currently has 16 establishments classified as Seveso sites.
In the event of a major accident in such a facility, you must take the following 3 steps:
- Seek shelter: Don't stay outside. Seek shelter in the nearest building and stay there until the alert is lifted.
- Seal and secure: Shut doors and windows, unplug ventilation systems and stay away from exits.
- Stay informed: Turn on the radio and check the official websites of the public authorities. Only call 112 in an emergency to keep the lines clear.
